With an aim to make GST compliance more easy and effective for taxpayers, GST Network (GSTN) has launched the IMS (Invoice Management System) offline tool on 21st April 2026. This initiative has been taken specifically to simplify the processing at the invoice level and make the reconciliation process easier.

What is IMS?

The Invoice Management System (IMS) was first implemented on the GST portal from the tax period of 1 October 2024. Its main objective is to provide taxpayers with better control over their inward supplies (purchase-related invoices). Under this system, taxpayers can take various types of actions on the invoices uploaded by their suppliers. These invoices are mainly uploaded through GSTR-1, GSTR-1A, and IFF (Invoice Furnishing Facility).

Taxpayers can do the following in IMS: accept, reject, or keep the invoice pending. This process plays an important role in the correct matching of Input Tax Credit (ITC) so that ITC can be claimed only on valid and verified invoices.

What is the IMS Offline Tool, and why is it needed?

Taxpayers had to process each invoice separately on the GST portal, which was a time-consuming process. GSTN has introduced the IMS offline tool. It is an Excel-based (MS Excel) utility, through which taxpayers can process a large number of invoices simultaneously.

Through this tool, taxpayers can first download the invoice data, then take necessary action on them (accept, reject, or pending) in offline mode, and finally upload it on the GST portal. This saves your time, and work can be done in a planned manner.

Key Features of IMS Offline Tool

This tool is especially helpful for large businesses and professionals who manage multiple clients. Since it is based on MS Excel, it is simple to use and does not require any special technical skills. Its important feature is that it can also be used offline. This means that taxpayers can review and process the invoice even without an internet connection and can upload it to the portal only when it is finalized. This reduces dependency on the portal dependency and also avoids last-day filing stress.

Additionally, this tool can easily handle large amounts of data, making it much simpler to work with for taxpayers with hundreds or thousands of invoices. Additionally, the ITC reconciliation process becomes faster, more accurate, and less error-prone.
